We reported that Tennessee has seen a drop in marijuana use. Well, the rest of the story seems to be that the ones who are still using are at the shallow end of the intelligence pool.
The video in this link show Knoxville's finest nearly flattened by an out of control SUV. Apparently the driver was rolling a joint as he was rolling along and could not be bothered to steer away from the nice men in the police car.
